Report from the Senate Chair -Chair Hartung attended a Statewide Senate Chairs meeting April 7. One of the topics of discussion was recruitment and movement of faculty and administrators throughout the system. Several campuses, such as Northridge, Fullerton and Chico had multiple searches underway. AY 2009-2010 had the lowest number of faculty hires in the history of the CSU with only 100 tenure track hires that year. The Senate Chairs also discussed the impact of the budget on their respective campuses. -There is a resolution before you today that if passed, will amend the CSU Academic Senate Constitution which will reaffirm our belief in Academic Freedom. Report from Statewide Senators: Resolution from CSU Academic Senate -B. Wagner read aloud the proposed change to the Constitution of the Academic Senate of the CSU adding that although there is wide support throughout the system for this change, 2/3 of the campuses have to approve the resolution in order for it to be put on the next Agenda and voted on at the Statewide level. -J. Meriwether added that the resolution was a result of court actions that could threaten academic freedom. -G. Wood asked what would be the process for voting on this resolution? The response was that the Committee on Committees would be responsible for arranging the voting mechanism. -J. Grier asked about the timeline for this vote? J. Meriwether said the results are needed by the beginning of May. First Reading Items SP 10-11: Minor in Robotics Engineering -E. Tayag gave the background on the minor indicating it would be unique to our campus and that there would be no additional budget needed for this minor due to the partnerships already in place. -D. Muraoka confirmed there is no additional space needed, nor any additional courses that need to be created. -m/s to discuss first reading item, I. Grzegorczyk, G. Wood. SP 10-12: Certificate Program Requirements -E. Tayag said Certificates are normally issued to non-matriculated students. This policy would distinguish a Certificate from a Minor. -m/s to discuss first reading item, I. Grzegorczyk, S. Stratton. -S. Lefevre clarified that there are non-credit bearing certificates offered through Extended Education. SP 10-13: Policy on Degrees Awarded Posthumously -We have sadly lost a number of students this year. -G. Buhl stated this policy would outline how a student will be considered for a posthumous degree. -m/s to discuss first reading item, I. Grzegorczyk, G. Wood. - I. Grzegorczyk, motioned to move it to a second reading, seconded by A.J. Bieszczad. Vote on the motion: Yes: 20 No: 3 Abstain: 5 Motion Passed -D. Lee asked if this was controversial in any way. The response was no. -J. Balen asked how this policy compared to polices at other campuses. -G. Buhl replied, saying that policies vary throughout the CSU, and our policy is more specific than others. -A.J. Bieszczad posed a concern about the minimum in-residence unit requirements for the Masters Degrees. He made a friendly amendment to remove (A). -G. Buhl and L. Popenhagen would like to consult more widely with the SAPP committee prior to accepting the friendly amendment. -A.J. Bieszczad made a motion to amend the policy to strike the language in (A), I. Grzegorczyk seconded the motion. -J. Meriwether pointed out a cautionary note against moving policies to a second reading. -J. Sweetland expressed concern about Title V requirements that govern the in-residence requirements, so the committee might want to check that first. -P. Rivera read aloud the policy from CSU Monterey Bay which does not stipulate a minimum unit requirement. -R. Christopher read aloud the Title V requirements in regards to in-residence requirements for undergraduate degrees. -G. Berg stated that for Masters Degree programs, 80% of coursework is required to be completed in-residence. -R. Christopher again read from the Title V requirements and said it states that 21 units are required, however, the President has the ability to override that requirement. -The question was called, seconded by I. G Grzegorczyk. -The motion on the floor is to amend the policy. -D. Muraoka called for a point of order, indicating that when the question is called, a vote needs to happen immediately. He does not have any current news on the status of the budget. He did want to do some rumor busting regarding the rumor that Democrats were looking to introduce a bill that would close campuses in Republican territories; it is not true. Another rumor he heard was that the Governor wanted to close three campuses. The President has confirmed with Chancellor Reed that this is not true, just another rumor. Please reassure students that this will not happen here. -The good news is that our students and alumni continue to do well. One of our alumni in the sciences, Jacob Jones, is currently in Florida working on his doctorate; he has also made the Ford List which is an honor. We have also had Goldwater Award winners for two years running and have the only winner in the CSU this year. -He thanked everyone for the innovative ideas that have been submitted; the Cabinet is reviewing them. -The President will be meeting with community volunteers who have organized themselves into a Development Committee. They will try to find revenue sources to support academic programs. One has already donated a significant amount. -Lastly, the President encouraged everyone to take some time off this summer to refresh and be ready to return next Fall to inspire students.
