Approval of the Minutes of October 26, 2010 -m/s, G. Buhl, C. Burris-approved Intent to Raise Questions -In response to T. Itkonens question regarding the new entry road and access for OSHER students, Dave Chakraborty replied as follows: After completion of the new entrance road, the bus stop will be located on Santa Barbara Avenue, close to University Drive. It is a short walk from the proposed bus stop location to Broome Library. At one point, when it appeared that both the Road project and Infrastructure project would proceed simultaneously, OPC had planned to relocate the bus stop temporarily to El Dorado (Hub) parking lot. Due to delays in funding, the entrance road project was postponed until November. The bus stop will remain at the current location on San Luis until new road is opened for service. -In response to A.J. Bieszczads question regarding traffic in front of the library, Dave Chakraborty replied as follows: Currently, there are no plans to block traffic in front of the Broome Library. University Drive is a main road for the campus and must be kept open so that the campus community can access the parking lots on the south side of the campus. The campus is beginning a master planning process, which will also study circulation, pedestrian safety and traffic patterns. Additionally, the University is exploring the idea to close Los Angeles Avenue to vehicular traffic (except for service and emergency vehicles). This will allow for pedestrian crosswalks to be located on axis with the central mall, thus decreasing the crossing of pedestrians with vehicles. -Provost Neuman will reply to J. Meriwethers question about the parallel University in Extended Education in her report. New Questions -N. Parmar asked: Can a speed limit be imposed for driving on Los Angeles Avenue? I have frequently observed drivers speeding on this street. There are presently no speed bumps or signs indicating a speed limitation. I am hoping that nothing untoward happens in the future. -D. Downey requested background information on a recent article in the press regarding the semi-annual Turkey shoot. He is concerned about the impact on community partnerships. Report from the Provost -Provost Neuman gave a brief background on the development of Special Session programs through Extended Education. The Chancellors Office has said that as long as one program does not supplant another program, it is o.k. to create new programs through Ext. Ed. She also discussed the 15% funding that is returned to the Academic Programs and how it is distributed. -Provost Neuman believes a policy or guidelines need to be created to address which programs move from self-support to state-support and when. She supports creating a clearer process for programs to move through to the Academic Master Plan. Chair Hartung will put together a task force to work on this issue. Report from Statewide Senators -B. Wagner reported that the CSU would no longer be charging fees to students, it will now be called tuition. The Governor has appointed a new student trustee which is frustrating to faculty because there has not been a faculty trustee appointed in two years. -J. Meriwether reported that AB1440 targets specific disciplines, a web link with additional information will be distributed later, please submit any comments to them. First Reading Items SP 10-03 Academic Master Plan -There were no committee representatives at the meeting available to talk about the Master Plan. -J. Meriwether requested that relevant information regarding resources needed for the BS in Health Science be included with the paperwork distributed to everyone. -K. Jensen expressed concern about the MS in Nursing being moved to 2014, with asterisk, when it used to be scheduled to begin in 2012. -I. Grzegorczyk would like to know what is meant by extra support for Engineering? What is the expected amount? She would like justifications on why programs such as the BA in Philosophy have been delayed. After 2012 where are the Science Majors? -m/s- M. Francois motioned to make it a first reading item. SP 10-04 Coastal Sustainability M.S. (short form) -m/s- S. Stratton, C. Wyels motioned to make it a first reading item. -D. Rodriguez reported ESRM had received a planning grant for this degree from the Chancellors Office last year. It will be mostly a peer mentor degree, that is, students in the program will have a peer mentor in the field in which they are doing their research. Thirty different community partners are already on board with this program. The Navy is very interested in the program and could populate the program themselves. SP 10-05 Health Science B.S. -The short form was approved in 2007. -m/s-motioned to make it a first reading item. -C. Wang indicated we currently have approximately 1000 students on campus in the pre-nursing program, and of those, only 35 students will make it into the Nursing program. What happens to the remaining students? We risk losing them to other campuses. C. Wang indicated there was a budget page initially attached to the proposal; it is scheduled to begin as a self-support program in Fall 2012. -A.J. Bieszczad asked about the approval process for programs. If the Curriculum Committee reviews the merits of a program and not the budget needs, who reviews the budget needs for a proposed program? -B. Cordeiro responded indicating that Curriculum Committee members were also members of the Academic Planning Committee which is also comprised of representatives from other areas and they are charged with reviewing the budget implications. SR 10-02 Early Start -m/s- I. Grzegorczyk, G. Wood motioned to make it a first reading item. -m/s-G. Buhl, I. Grzegorczyk, motioned to make it a second reading item in light of Fridays deadline. Hand Vote taken, approved unanimously to make it a second reading item. -J. Kilpatrick spoke about the Resolution stating that we are lucky here because we already have programs that are working well. The implications for this program is that students may be denied enrollment if they fail to pass these courses in the summer prior to enrolling at the campus, as well as possible financial aid implications. The Board of Trustees did not request any faculty input prior to having the Chancellors Office mandate this Executive Order. - I. Grzegorczyk pointed out the resolution mostly impacted the English and Math programs, the Resolution is against mandating the summer program, not against summer programs in general, just the mandated ones that may result in students being denied enrollment. She added there is lot of displeasure across the CSU in regards to this approach. -J. Kilpatrick added that when the Chancellors Office came to the campus they instructed us to propose whatever worked for us and to be creative with the proposal. Ten other campuses have already passed similar proposals. - I. Grzegorczyk pointed out that participation will be required from the students however, there will not be any financial aid available for them. Aloisio reported the issue was currently being negotiated in Bargaining and he hopes it will soon be resolved there. In his opinion, voting for option (B) would be supporting the Collective Bargaining Agreement. -A.J.
