Approval of the Agenda -2:36 p.m. Approval of the Minutes of December 1, 2009 -approved Intent to Raise Questions. -The question raised by Terry Ballman regarding the restructuring of the IRA Committee is still pending. Report from the Senate Chair -Chair Hartung attended a Statewide telecommuting meeting in December; an issue of deep concern that was discussed is the continuing lack of faculty representation on the Board of Trustees. Chairs will be meeting again in person on February 18, 2010. Report from the Statewide Senate -B. Wagner reported on the most recent Statewide Senator meeting indicating that the lack of a faculty trustee was one of the main topics of discussion for this body, as well. This is the first time in history that we are without a faculty trustee; usually the outgoing trustee would stay on until the new one is appointed. The names of two qualified candidates have been forwarded, by the Statewide Senate, to the Governor, however, he has requested additional names from which to choose. The Governor has not given reasons for not appointing one of the two names submitted to him. The Statewide Senate has declined to submit additional names, as the faculty trustee by law is to be selected by faculty. Two highly qualified people have been put forward; the hope is that the Governor will comply. -March 2nd was designated by the Statewide Senate as A Day Without the CSU, and CFA is promoting March 4th as the designated day. There has been no consensus amongst the CSU campuses. All efforts that week will be supported. Old business/second reading items SP 09-04: Grade Forgiveness -G. Buhl reminded everyone that this policy was updated last year; however, additional clarifications were still needed in order to meet with requirements of the Executive Order. - C. Wyels offered a few friendly grammatical amendments which were accepted. - P. Rivera asked how this policy would apply to students retaking courses through Open University? Chair Hartung will ask the Registrar for clarification on this issue. Vote taken on policy by show of hands: Yes: 32 No: 0 Abstain: 0 Policy passed unanimously SP 09-05: California Institute of Social Business -D. Downey summarized the proposal for everyone, stressing that funding would come from external sources. He also emphasized this Institute would complement the other centers on campus as well as the Mission Statement. The CISB will be housed in the School of Business, but the goal is to link up across campus. The idea is to get it in place, secure resources, get faculty involved, and launch a big push out in the community for community involvement. -AJ Bieszczad asked for clarification on the meaning of Social Business. D. Downey responded and clarified the differences between charities and social business. -A. Morris added that any profits would be put back into the business. Kelly summarized the proposed changes, which would limit membership on the URPTC to disciplinary representatives who hold the rank of full professor or the equivalent librarian or counselor rank, but that would allow a tenured associate professor to serve if there are no eligible candidates from a particular discipline. -A. Bieszczad asked what would happen in a very small department with only one full professor. -R. Christopher said that all full professors have the right to say no. -B. Monsma noted that being able to say no is different than having the right to say no. He asked if the FAC had discussed the option of having a smaller committee of full professors who would just deal with associate professors going up for full. Chair Hartung indicated that the committee had indeed considered a range of permutations. -S. Kelly said that the strength of the solution being proposed is that is limits the number of people involved. He said that the committee had discussed the question of whether someone should be compelled to serve, and had decided that this would not be a good idea. -G. Buhl inquired about the possibility of adding a sunsetting date until we had enough full professors? -Chair Hartung clarified that this was a resolution, not a policy, so it can be rescinded at any time. -A. Bieszczad asked for clarity about what no eligible disciplinary candidates means. -R. Christopher explained that eligible covers a range of situations, which is necessary given the fact that no authority exists on this campus to override a tenured professors decision to not participate. Therefore, no eligible disciplinary candidates covers full professors who are on sabbatical or who simply refuse to do it, for example. -C. Burriss asked for clarification, that an associate professor serving in lieu of a full professor from their discipline would not be able to vote on another associate professor going up for full. -R. Christopher explained that under the Collective Bargaining Agreement, only full professors can rule on associate professors advancement. Morris reported that on next years form a second deadline will be added. In future, changes must be signed by the Program Chair by the the last day of the Fall semester. Fiscal Policies -K. Tollefson said the committee has been meeting and reviewing the budget given to them by the Provost. A letter of recommendations from Fiscal Policies was submitted to Provost Neuman last week. General Education -No Report Student Academic Policies and Procedures -Will be meeting to discuss graduate student policies and the Advancement to Candidacy policy. Faculty Affairs -No Report Professional Leave Committee -No Report Center for Civic Engagement -A. Grove reported that the campus offered 15 service learning classes in the Fall and 22 in the Spring. They are implementing a Crossroads tutoring program which is a partnership between the campus and School on Wheels. The program tutors kids who are homeless due to the home foreclosure crises. -The Center has distributed seven stipends to faculty so they can attend conferences that relate to service learning for the purpose of faculty development. Upcoming events include The Hunger Banquet and a Service Symposium. Please contact Pilar Pacheco for any service learning questions. Center for Integrative Studies -B. Monsma reported that as a result of discussions with faculty in December, they have developed a science writing pilot project, funded by the Provost, to be headed by Sean Carswell with three participants this semester. If the pilot goes well, they hope to be able to expand the offer to additional faculty and make a major impact on writing in the sciences. Announcements -D.
