Call to order -2:44 p.m. Approval of the Agenda -m/s-Wang, Wyles-unanimously approved Approval of the Minutes from the last Senate meeting -m/s/a-Stratton, Peters-unanimously approved Intent to raise questions -in response to Hamptons question regarding Indirect Cost Rates- Joanne Coville will respond in her report later in the meeting. -in response to the request to reduce the number of time the bells ring-Lucas will look into having them ring only every half hour, if that is not a possibility, he will turn the volume down. -in response to the recycle bins-Debra Wiley will be invited to respond to that question. -in response to the question about units being reserved in UGLEN for incoming faculty and renting to students-Joanne Coville will respond in her report later in the meeting. Report from the President -The President thanked everyone who attended the Santa Cruz Village groundbreaking ceremony held earlier this morning, the project is expected to be completed by Fall 2007. -The President, along with the Chancellor, and Presidents from seven other Los Angeles basin campuses were asked to speak at African American churches throughout the Los Angeles area in an effort to recruit from underserved communities. On Thursday they will be attending a Math and Science workshop in the City of Industry because producing Math and Science teachers is a priority for all including the Trustees and the Governor. -Enrollment this semester is good, we will be annualizing at 2123 fte, making us roughly 200 over target. We showed the largest percent growth in the CSU this year. For next year, the Chancellors office will be publishing our target goal as 2350 and we will be funded at that level. The budgeting procedure will be changing next year, money will be taken away from campuses that do not meet their designated targets. -Additional good news is that we are being given an exception that will allow us to submit two capital improvement projects instead of one. -There will be a groundbreaking ceremony for the Lewis road project on March 24. The project will expand the road to four lanes and run from Pleasant Valley to Hueneme road. -The Central Avenue property will be going out to bid soon and the money from the sale will come directly to the campus to be used to create the future playing fields and additional parking. -There are several campuses that are planning to introduce the first joint doctorate programs in 2007. We are not scheduled to have a program at this campus until 2010. Report from the Provost -WASC will be here next week, Monday through Wednesday, please plan on attending the faculty open meeting scheduled for Monday at 4:30 p.m. -We need eight volunteers to serve on a committee to review Mission Based Awards, Renny Christopher will be calling the first meeting. -Thank you again for all your work with the faculty recruitment, announcements will be made as folks accept position offers. Report from the VP of Finance and Administration -Joanne Coville reported that the campus has a Strategic Budgeting committee which expects to have additional money to allocate next year in the amount of 3.7 million. Much of next years funding will be committed to renovating buildings. -We will be using audit numbers from June 30, 2005 for negotiating Indirect Cost Rates. S. Anderson asked for an estimate and her guess was approximately 20%. -In response to the question about units in UGLEN, Coville explained the financing process, adding that the bank had to be paid. -S. Anderson asked for the population breakdown of owners of UGLEN. Barbara Thorpe will compile that information and respond at the next meeting. -In response to the questions regarding students being allowed to rent apartments, the Fair Housing and Employment Law does not allow us to prohibit renting to any one group of people, that would be illegal. The only thing we can do is to set higher income and job requirements but if students meet the requirements, then there is nothing we can do. She has heard stories of people who lie to get around the rules but there is no way prevent this or catch them. Report from the Chair -Ballman informed everyone of the policies reviewed at the Presidents Council, she will send them out to everyone, via email, and would appreciate comments or concerns about any of the policies. Report from WASC -Dennis Muraoka encourages everyone to attend the open faculty meeting scheduled for Monday at 4:30 p.m. and please review the capacity report which is very comprehensive. -There is a lot for us to be proud and we are the first campus to seek initial accreditation under the new standards. -WASC has specifically asked for everyones course syllabi, please submit them to your support coordinators. The committee will be looking for learning outcomes to be included in the syllabi. Report from Statewide Academic Senate -Castaneda gave information on the Independent Doctorate. There will be a committee formed to look at the implementation of the degrees at various campuses, if you are interested in participating, please let her know. -Muraoka reported that the Statewide Senate was considering a resolution asking the CSU to take into account the issues related to supporting newly recruited faculty. -A great deal of time was taken up with discussing a proposed amendment to the constitution which would limit representatives to the Statewide Senate to 2 per campus. Some of the bigger campuses currently have 3 and 4 representatives and funding their attendance has become an issue. Curriculum Committee -No Report. Faculty Affairs -working on post tenure review policy, changes to RTP and sabbatical leave. Fiscal Policies -Stratton distributed handouts prepared by Wang, any comments or concerns can be addressed to the committee. General Education -Courses have been reviewed and forwarded to Curriculum, currently meeting in sub-groups. Strategic and Tactical Planning -The survey of faculty interest is being reviewed. Student Academic Policies and Procedures -will be meeting Wednesday, at 1:00 p.m., in Sage Hall. Library Advisory Committee -The Library will be holding a reception to honor faculty publications on April 27. Assessment Council -Muraoka informed everyone of the councils makeup and its purpose which is to provide support, guidance, expertise for assessment activities around campus. Old Business Changes to the Senate By-Laws on Election of Officers -Wyles pointed out that the changes did not spell out the voting procedures. -There was discussion about simple majority and the various voting mechanisms that can be used for voting. -There were verbiage changes, Cordeiro doesnt really care about the mechanism used but he does insist that it be by secret ballot. Vote results: Yes: 27 No: 0 Abstain: 1 Policy Passes New Business SP 05-13 B.A. in Early Childhood Studies (short form) -m/s-Itkonen, Grzegorczyk- Cordeiro states that the program has the full support of the Curriculum Committee and they commend Maria Denny for all her hard work on the project. Grzegorczyk pointed out that the date the faculty meeting was held needed to be filled in.
