Call to order -2:41 p.m. Approval of the Agenda -Deborah Wileys presentation will be moved up on the Agenda due to a meeting conflict. -m/s/a-Stratton, Wood. Approval of the Minutes from the previous Senate meeting - Corrections and additions to the minutes from the previous meeting were submitted as follows: - Bill Cordeiro offers the following correction to the minutes: As Chair of the Curriculum Committee in 2001-2002 and 2002-2003, I wish to state that the Long Form for Anthropology was never approved by the Curriculum Committee. Also, I do not recall the Committee approving the Short Form for Anthropology. When we arrived in 2001, the tentative Academic Master Plan prepared by the Faculty Council had Anthropology on its list along with many other proposed degree programs. However, Anthropology was not one of the original degree programs approved by the Curriculum Committee, the Senate or the President. To date, it has never been approved by the faculty or the President and, therefore, it has never been submitted to the Chancellor office for their approval. -B. Adams indicates that he was the Chair of the Curriculum Committee from 2002-2003. -Christopher added that she, Rosario Cuevas and Steve Lefevre had researched Senate archives for copies of an approved B.A. in Anthropology long form and were unable to locate anything. -The minutes were approved with corrections. -m/s/a-de Oca, Christopher. -Deborah Wiley, Associate Vice President Operations, Planning and Construction, was on hand to give an overview of the Physical Master Planning Committee. She reviewed the charge of the committee and its tasks informing us that they are an advisory committee who submit their recommendations to UPACC. The committee looks at available campus space and listens to division requests/needs for future space and then uses established criteria to decide which areas get what space. They try to tie projects into the Master Plan that was created several years ago. -Monsma inquired as to the design principles being used for building. Wiley indicates that they follow established CSU sustainable standards. -B. Adams would like to know if any consideration has been given to the archeological site located between Lewis Road and One University Drive. He indicates that this site might impact construction in that area. Wiley asked about the location of the site, Adams said he was unable to share that information at this time. Intent to raise questions In response to the question regarding Indirect Cost Proposals; Joanne Coville says we should have an approval rate by the end of this fiscal year. No consultants were ever hired. In response to the question regarding the out-of-state buses on campus; Ray Porras says the bus emissions are 4.9 nox, per mile, which means they meet California standards. In response to the question about posting the mission statement on the buses; Porras says the buses are not used solely by Channel Islands, we would have to purchase our own bus in order to be able to post signs in it. In response to the question regarding guest parking, Porras cited California Code of Regulation Title 5 #42201 Campus Parking Fees, stating that, by law, we must charge for parking anywhere on campus. He offered that people who park at the Metrolink can come on campus for free and event organizers can request complimentary parking passes in advance. There are also three machines, located throughout campus, that issue parking permits for $6 each. Each machine costs approximately $19,000. Peters requests that information regarding how and where to purchase parking permits be more clearly marked for visitors. -Wallace indicates that she was quoted the same code last year when she inquired about parking issues, however, other CSUs do not follow the code as strictly as this campus does. She is concerned about how this will affect community members who come on campus to use the new library, once it is completed. Grier adds that this campus is the destination when people drive out here, they will not be coming out here to take advantage of our parking space, as is the case at other campuses such as Long Beach. The question was raised about whether or not it was up to the discretion of the President to decide about charging on weekends or for special events? New questions raised -Elliott would like to know if the metered lot located in front of the gym can be re-developed to allow for more parking spaces, since it is not currently used very much. -Grier inquired as to the status of the Faculty Mini-grant applications. Hampton responded that recommendations have been forward to the Dean for final decisions. Dean Vaidya responded that decisions would be made by Monday, 11/14. -Elliott would like to know if the gym rules and regulations can be posted in a visible location in the gym. -B. Adams would like to know if the University has a worse case scenario plan in case we are hit with a bad case of the avian influenza virus (bird flu). Report from the Provost -Lucas reported that the President was working on a plan for additional base funding which will be presented to the Chancellor. The Chancellor was on campus this past Friday night so that he could get a first hand look at all the work that still needs to be done around campus. -Lucas reminded everyone that we have limited resources which need to be shared throughout campus. Due to the limited resources, the President is unable to sign SP 05-05, Academic Master Plan 2006-2013, at this time. We do not have the resources necessary to introduce so many new programs in 2007 and 2008. The President will be putting together a recommendation which will recommend two to three programs be started every year. The recommendation will be forwarded to the Senate in the next few weeks. -Lucas has discussed problems related to IT accessibility with Maureen McQuestion, CIO. He stressed with her the importance of having faculty computers working at all times. The President is under mandate to secure and protect the network, so that will be priority number one. Report from the Chair -Anneka Busse addressed the Senate asking everyone to help ASI with creating a campus culture. A survey on this topic will be disseminated campus-wide, please encourage your students to complete and submit it to ASI. Report from the Statewide Academic Senate -Castaneda updated everyone on the status of the Independent doctorate. The Chancellor will be designating which campuses will offer the programs first, possibly as early as 2007. -Muraoka informed everyone of several of the resolutions that were passed at the meeting. Among the resolutions included was one which requests the Chancellor respect each campuses autonomy regarding the academic calendar. Reports from Senate Standing & Advisory Committees and Campus Committees and Boards: Senate Executive -Thank you to the Schedule Template Task force for the brown bags. Committee on Centers -No Report Committee on Committees -No Report Curriculum Committee -They are now meeting twice a week in an effort to get through all the courses being proposed. Faculty Affairs Committee -No Report Fiscal Policies Committee -Will be meeting at the end of November to being reviewing current budgets. General Education Committee -Will be meeting Thursday, there are several courses to review. Strategic and Tactical Planning -The committee has put out a call for faculty input and have received four responses. If you have any additional items you would like to submit, please send them to Muraoka. Student Academic Policies and Procedures -They are presenting SP 05-07 as a first reading item today. Library Advisory Committee -The library will be creating an institutional repository to store faculty scholarly work. A faculty accomplishment template will be sent out, please complete and return it to the library. Paul Adalian requests input about using blogs in the classroom. Old Business SP 05-06 Center for Multicultural Learning and Engagement Voice vote taken Passed Unanimously New Business SP 05-07 Concurrent Enrollment Policy -m/s-Hampton, Stratton. -Christopher offered a friendly amendment, suggesting to the proposers of the policy that they spell out cc (community college), throughout the document. The amendment was accepted. There was discussion regarding the title and the meaning of the word concurrent with regards to the policy. There was also discussion regarding the purpose and need for such a policy. SP 05-08 B.A. in Political Science (long form) -m/s-Bleicher, Christopher. Busse raised a question related to Title V which was answered by Frisch. Frisch added that he can only offer courses that he can actually teach at this time. As additional faculty is hired, additional courses will be added. Announcements -Channel Islands won first place in the Interactive Media category at the Media Arts Festival held here on campus this past weekend.
