Call to order: 1:09 p.m. Approval of Agenda -Rivera moved to amend the agenda to include a Report from the President. Frisch moved, Adams seconded to approve the Agenda as amended. Approval of Minutes from the previous Senate meeting. Intent to raise questions -Jimenez-Jimenez questions the need for groundskeepers to mow the lawn and create noise during school hours, this distraction makes it difficult to teach. -A.J. Bieszczad would like to know when the Senate website will be fully functional? Report from the President -The President along with the Chancellor met with legislators in Sacramento on Monday, to discuss the budget cuts to the CSU. The strategy for this year will be to marshal our students and community members to visit local legislature offices on a regular basis. Donations: -We have received funding to build a plaza outside the Science Building. -An anonymous donor has donated $231,000 with instructions to use $100,000 for scholarships available to students in the sciences, and the remainder is to be used on the science labs. -A $50,000 donation has been given to the university to be used to support faculty development. Report from the Vice-President for Academic Affairs Ted Lucas reported the following: -Reminded everyone that commencement is scheduled for Saturday, May 29th, at 9:00 a.m. Richard West, Vice-Chancellor, will be the commencement speaker. -The Enrollment Management plan is coming along as is the 10 year curriculum phase-in plan which is being worked on in conjunction with the Curriculum Plan. Report from the Chair Renny Christopher reported the following: -The Senate meeting previously scheduled for Tuesday, March 30th, has been cancelled. The next meeting is scheduled for Tuesday, April 20th. -Three guests who served on the planning committee for the Community and Labor Studies Institute were recognized as guests of the Academic Senate: Hank Lacayo, Carmen Ramirez, and Marcos Vargas. Answers to previously raised questions: -A question was raised at the last meeting regarding parking permits being required on weekends. Ray Porras, Transportation and Parking, indicated that it is a CSU directive that state parking fees be charged seven days a week, 24 hours a day. Grier would like to know if people with University Glen parking permits may park on campus for free on weekends. -Mozingo previously posed the question about wireless access on campus. The IT department responded that it currently does not offer that option due to the lack of virus protection. They are currently working on a program, to be rolled out in the Fall, which will provide wireless access to the entire 20 mile an hour zone throughout campus. Report from the Academic Senate CSU -Castaneda reported on the March 11th meeting of the ASCSU. Chancellor Reed spoke regarding the state of the budget. Trustee Murray Galinson, announced that he would be visiting campuses throughout the state; Castaneda believes it would be a good idea to invite him to visit our campus. There was discussion regarding the increase in student fees policy, as well as the proposed transfer core curriculum requirements. Regions will require a two-thirds vote in order to create a core curriculum, however, there are currently no defined regions. Report from WASC Committee -Muraoka reported that the educational effectiveness report is on target and on time. Thanks to everyone for their help. Reports from Senate Standing & Advisory Committee Senate Executive -The task force for Administrator Review reports that few other campuses have MPP review policies, and those that do also have a full-time support person to assist with the review. The task force recommends an experimental procedure for the time being since we do not currently have the resources needed to conduct a complete review. A questionnaire regarding MPP reviews is being prepared and will be made available at the end of May. Committee on Centers -No report. Committee on Committees -Elections will be held mid-April for positions on eight standing Senate and advisory committees. An email will be sent out shortly regarding the positions that are up for re-election. Curriculum Committee -No report. Faculty Affairs Committee -Faculty have met over brown bag lunches to discuss RTP documents and the committee has received valuable feedback regarding the proposed document. Fiscal Policies Committee -No report. General Education Committee -No report. Strategic and Tactical Planning Committee -No report. Student Academic Policies and Procedures Committee -No report. Old Business SP 03-23 Community and Labor Studies Institute (Committee on Centers) (Second Reading) -Marcos Vargas, Executive Director of CAUSE, spoke regarding the excitement felt throughout the community regarding the proposed center. He indicated that there is much community support and believes it will be a good source for faculty research as well as student involvement. Christopher added that she has worked on the planning committee as well and believes it is very much in line with the university Mission Statement; she commended Frank Barajas for bringing the community and university together. Buchanan endorses the institute on behalf of the Committee on Centers and looks forward to receiving more proposals of this type. Vote results: Institute unanimously approved. SP 03-24 University Honors (SAPP) (Second Reading) -There was discussion regarding the counting of transfer credit and GPA requirements. Vote results: Policy approved with one no vote. New Business SP 03-25 2004-2005 Calendar (First Reading) -The Academic Calendar was presented, moved by Muraoka, seconded by Bliecher to approve. Moved by Muraoka, seconded by Bliecher to move to a second reading. -Karp pointed out that the beginning date of fall semester conflicts with previously scheduled Summer courses. There was much discussion regarding the pros and cons of moving the semester back or forth by one week along with concern about meeting the required number of days for work dictated by the CFA contract. Karp makes friendly amendment to move the schedule back one week and to forward the calendar to the Executive committee for further evaluation to make sure that there are no conflicts with the CFA contract. The amendment was accepted. Bliecher called the question. Vote results: Approved with one abstention SR 03-10 Resolution on Peace and Justice (First Reading) -Barajas moved to approve the motion; Castaneda seconded. Muraoka added a friendly amendment stating that it should read faculty senate instead of faculty; the amendment was accepted. The resolution will be moved to a second reading item on April 20th. Announcements -Muraoka invited everyone to attend the 14th annual Diversity Forum which will be hosted by our campus this year on April 3rd. Over one thousand students are expected to attend the event and there will be a record number 75 recruiters on hand to speak with the students. As host campus, we are able to invite all students with a GPA over 3.0 at no cost. Students may attend by invitation only. -King informed everyone that a survey will be sent out shortly requesting input on the design of the campus website. -Bliecher invited everyone to a Spring reception, hosted by CFA, to discuss the contract. -Castaneda requested assistance for a fellow faculty member who needs sick leave donations; forms may be obtained in the Human Resources office, faculty can donate a total of two days a year. 14.
