Offering the existing CI Bachelor of Arts in Liberal Studies through a 51-unit degree completion program in partnership with Calstate Online. This will be an online program implemented through Extended University. The program is similar to the existing stateside program except that it will be 100% online, has special admission requirements, has a more limited selection of courses, and is intended to provide a direct pathway to graduation through flexible online courses for working adults with strong CSU ties. It is not intended for our stateside students. Program Learning Outcomes Students graduating from the Liberal Studies Online Degree Completion Program will be able to: Synthesize content knowledge, ideas, and approaches from integrative perspectives across disciplines to examine societal issues. Careers The Bachelor of Arts in Liberal Studies provides a broadly-based background for entry into professional and/ or graduate programs. Graduates find entry into careers in business, government, and social service agencies. A small selection of the careers pursued by CI Liberal Studies graduates include: entry-level management personnel, public relations personnel, law enforcement officer, fireman, non-profit organizational director, and customer service representative. Many individuals also use the Liberal Studies degree to improve their current employment standing. In addition to receiving significant and positive life changes as a result of a Liberal Studies degree, these graduates report pay raises and promotions as tangible benefits to receiving their degree. It should be noted that Liberal Studies draws on faculty from other programs across the university, particularly in Arts and Sciences. It is voluntary for faculty members to teach in this program. Faculty electing to teach in this program have two options. The first option is to undertake the work on an overload basis beyond their normal contract work (up to 125%). This will be subject to approval by the program chair of the course discipline area, taking into account impact on the stateside program and ability of the faculty member to undertake the extra work without affecting their attention to regular duties. This approval process will be implemented at least one Calstate Online 8-week term ahead of the scheduled term for a course offering to allow substitution of another required or elective course if the faculty member will not be able to commit to teaching the course. Required foundational courses will usually be offered in the summer to avoid some of these concerns. A second option, when the Calstate Online term occurs during our CI academic year, is a course release provided for the faculty member who normally teaches the Calstate Online course. Programs would hire their own adjuncts and Extended University would pay for this. This is only viable when the program feels they have a qualified faculty member available who has sufficient knowledge of the course and expertise to teach it. For post-baccalaureate programs only: If faculty currently teaching in the undergraduate curriculum will be involved in the post-baccalaureate degree, please explain how these faculty and/or their courses and their advising and service time will be replaced at the undergraduate level. n/a Facilities, Equipment, Financial, and Information Resources Existing facilities, equipment, and information resources available to support the degree. Extended University in partnership with Calstate Online will provide support and resources to run this degree completion program. Student fees are anticipated to generate extra revenue which will flow back to CIs stateside programs. New facilities, equipment and information resources needed to support the degree. If no new resources are needed, please explain briefly. No new facilities, equipment, or information resources will be required to support this program. We will benefit here from having access to our partnership with Calstate Online services in that they will provide recruiting and marketing services. Extended University anticipates no new resources required for this program. Marketing for the program will be provided from two sources. Cal State Online will provide services has the primary responsibility for marketing and student recruitment. Specific methods for recruitment include Internet, print, and other media. At the CI campus, the degree will be marketed using the CI Extended University website, and other existing web-based advertising. All materials will state that the program is pending WASC approval if Commission ratification has not been granted at the time of the use of any marketing materials. Several of the faculty and staff members teaching in the Liberal Studies program are already experienced in offering online instruction (e.g., Adler, Costache Leafstedt (currently Executive Director of Teaching and Learning Innovations, Roybal, Sackerson, Sherman). The experience of these faculty members will prove invaluable as the BA degree is adapted to the new modality. A full-time instructional consultant for online learning, Dr. Michelle Pacansky-Brock, was hired by CI to work with faculty interested in learning to teach online. This work focuses on best practices for online instruction and course development appropriate to the online modality. Faculty members have access to this Dr. Pacansky-Brock, Teaching and Learning Innovations Specialist, any time they need assistance. In addition, the University has a center, Teaching and Learning Innovations, that provides training and support for online course development. These strong campus resources are in place to support faculty learning and development necessary for teaching rigorous, engaging online courses. As noted in CIs current Information Technology Strategic Plan (see  HYPERLINK "http://www.csuci.edu/tc/strategy/" http://www.csuci.edu/tc/strategy/), The Division has unique skills, resources, capabilities and assets which provide a competitive advantage over other academic and information technology organizations including being centralized, small, new, having staff capable of extreme service, having good tools, being good at collaborating, caring deeply about standards, and having infrastructure that is generally solid and up-to-date. The Information Technology team has been engaged for the past two years in offering extensive faculty development opportunities for improving capacity to use technology effectively in teaching blended and online courses. In fall 2013 the Director of Teaching and Learning with Technology, Jill Leafstedt (now the Executive Director of Teaching and Learning Innovations), was formally appointed to lead this effort at CI. Additional faculty development support for teaching online is an area where CI will also benefit from its partnership with Cal State Online. CI faculty participating in the adaptation of the BA Liberal Studies degree completion program will receive a stipend for their efforts. They will be required to attend professional learning workshops, provided by Cal State Online, covering topics such as: using the learning management system, adapting courses for online modality, and employing best pedagogical practices for online instruction. The academic rigor is explained in terms of development in the four mission pillars, not in a disciplinary area. It is not intended for our stateside students. The program is offering the existing CI Bachelor of Arts in Liberal Studies through a 51-unit degree completion program in partnership with Cal State Online. This will be an online program implemented through Extended University. The program is the same as the existing stateside program in that it has the same program learning outcomes, foundation courses, and assessment system. The foundation and elective courses consist of existing CI courses developed and taught by CI faculty. It differs in that it will be 100% online, has special admission requirements, a more limited selection of elective courses, and an eight-week schedule. It is intended to provide a pathway for students who have dropped out of previous studies (especially targeted are Reconnect students, who completed a minimum of 80 units at a CSU and returning military veterans) Program Coherence and Alignment with the CI Mission Concentration in the Liberal Studies program differs from the major focus in discipline areas in that, by design, it has a broad interdisciplinary approach. With the increasing global nature of all aspects of our lives, there is a resurgence of an argument that a broader liberal education may be aligned with todays workplace demands that require innovation and effective critical thinking skills and communication skills. The four CI mission pillars are designed for innovation and this program focuses on those pillars. The Liberal Studies Program Committee selected each of the required four foundation courses and the collection of electives in each of the pillar areas from a range of possible CI candidate courses to meet the program mission and learning outcomes. Need for this Program With a 50% approximate stop out rate nationally, the program has a huge target population of students who may want to complete online (including our own CI students who have discontinued). CSUN was going to offer a Liberal Studies program and statistics collected by Cal State Online received 252 inquires in 2013 about the program. CSUN decided not to offer the program. They have since received inquiries that can be sorted in the following categories: 42 inquiries for a liberal studies program not aimed at teaching specifically; over 300 inquiries not naming liberal studies but indicating that they did not want to pursue any of the current Cal State Online program offerings, but wanted to complete their degree without committing to a traditional program such as business management, English, art and such. There were 73 students who indicated that they were no longer interested in the CI or CSU Fresno Cal State Online Business programs due to not having all the required pre-requisite courses. They have enquired about general studies programs. Response to CI BS Business Cal State Online program has been very strong: 69 current students (30 new students in fallwhich was the target). Currently, the only Cal State Online course in liberal studies is offered by CSU Chico. However, the Chico program is aimed at teacher education. The proposed CI program is not focused on teacher preparation. Costs and Justification Cost for reconnect students is $400/unit compared to current fees for up to 6 units stateside of $265/unit. Included in the higher cost is specialized career and financial advising at the time of application. Once enrolled, students receive 24/7 online academic coaching through Inside Track to increase the odds of completing this time around. The higher unit cost may also be offset, to some degree, by savings in in transportation costs and perhaps child care costs that would be incurred to attend a face-to-face course on campus.
